Why pending and failed need different answers
Both statuses look like the same problem, money left your account and the portal isn't confirming it, but they mean different things, and both official sources treat them differently rather than offering one generic "wait and see" answer. Pending means the confirmation simply hasn't arrived yet, from the bank to the Income Tax portal, or from the bank to Parivahan. Failed means a completed transaction was rejected, and needs an actual next step rather than more waiting.
What people get wrong about this
Paying again immediately is the most common and most costly mistake. Both portals specifically warn against it, since a second payment while the first is still reconciling creates a genuine duplicate charge, which then has to be identified and refunded separately, a slower process than the original delay ever was.
The second is treating every stuck status the same way. Income Tax's "Aborted" is not the same situation as "Failed", and Parivahan's "Pending" is not the same situation as "Failed", whatever they might look like from the outside.
