How an RTO code is decided

Two letters for the state, two digits for the office. What the series letters mean, what a number plate cannot tell you, and why BH series differs.

An Indian registration number has four parts, and only the first two are decided by anyone. The two letters identify the state or union territory. The two digits identify one specific regional transport office inside that state. The letters after that are a running series, and the final digits are simply the next number in that series.

So MH 12 tells you the vehicle was registered in Maharashtra, at the office that holds code 12. The rest of the plate says nothing about place at all.

The four parts, in order

The state code, two letters. Fixed per state or union territory, and generally an abbreviation of the name. Every vehicle registered in that state starts with the same two letters.

The RTO code, two digits. A number allotted to a particular regional transport office within the state. The allotment is administrative. It is not alphabetical, it does not follow district boundaries in any reliable way, and a large district can have several codes because one office could not handle the volume. This is why guessing a code from a place name almost never works.

The series letters, up to three. A running series for that office. When an office exhausts the numbers available under one series it moves to the next. An office issuing three-letter series has registered a great many more vehicles than one still on a single letter, which makes the series a rough measure of how busy the office has been rather than anything about the vehicle.

The number, up to four digits. Issued sequentially within the current series. Fancy or reserved numbers are drawn from this part and are auctioned or allotted at a premium by the state.

What the code does and does not tell you

It records where the vehicle was registered, which is normally where the owner lived when they bought it. That is all.

It does not update when you move. A vehicle keeps its original number until it is re-registered, and re-registration only becomes necessary when a vehicle is kept in another state beyond the period that state allows. Plenty of vehicles carry a code from a city their owner left years ago, entirely lawfully.

It also does not indicate the age of the vehicle in any dependable way. Series letters advance with volume, not with time, so two offices of very different sizes will be on very different series in the same year.

The BH series is a deliberate exception

The Bharat series exists for people who move between states for work and do not want to re-register a vehicle each time. Because the whole purpose is that the registration is not tied to one state, it does not carry a state and district code in the usual pattern, and it follows its own format and its own eligibility conditions.

Vintage vehicle registrations are the other exception, using their own series rather than the standard structure.

Finding which RTO a code belongs to

Parivahan Sewa is the Ministry of Road Transport and Highways platform that ties the state transport systems together, and it is the right starting point for looking up an office or confirming which one covers an address. State transport department sites publish their own office lists with codes and jurisdictions, which is what you want when the question is about a specific office rather than a specific vehicle.

What a number plate does not tell you

  • The digits correspond to the district. They correspond to an office. Districts with heavy registration volumes have several codes, and the numbering does not track district boundaries or district numbering.
  • The codes are assigned in alphabetical order. They are not, in any state. Trying to infer a place from a code without looking it up produces wrong answers.
  • A later series letter means a newer vehicle. It means a busier office. Comparing series letters across two different RTOs tells you nothing about relative age.
  • Moving to another state requires an immediate new number. Re-registration is required once a vehicle is kept in the new state beyond the permitted period. Visiting or a short stay does not trigger it.
  • A BH number can be bought by anyone who wants one. Eligibility for the Bharat series is restricted, and it is worth checking the current conditions on the official portal before assuming you qualify.

What do the letters after the RTO code mean?

It tells them which RTO registered the vehicle, which is usually where the owner lived at the time. It does not update if you move, unless you re-register the vehicle in the new state.
