There is no national answer, because RTO timings are not set nationally. Each state or union territory transport department fixes the working hours of its own offices, so the RTO in one state can keep hours that would be unrecognisable in another. Anyone quoting a single all-India timing is guessing.
What does hold everywhere is the shape of the week. Sundays and gazetted holidays are closed. Saturdays depend on the state government’s own holiday calendar. The second Saturday is the one most states close for. Most also close the fourth, but not all do. Several states run a full six-day week regardless.
What we’ve actually verified, state by state
Six states have a confirmed pattern, and two of them are not the generic “second and fourth Saturday” answer most sources default to. The Today and Tomorrow check above will use these once you pick your state.
Maharashtra closes every Saturday, not just the second and fourth. State offices, RTOs included, moved to a full five-day week in February 2020.
Delhi closes only the second Saturday, leaving the fourth as a working day. Delhi simply never adopted a fourth-Saturday closure the way most states did.
Karnataka, Tamil Nadu, Uttar Pradesh and West Bengal follow the standard second-and-fourth pattern. Karnataka made the fourth Saturday a general holiday for all government offices in June 2019, which is why older answers online still say its RTOs only close the second. The other three each have their own caveat: Chennai’s driving test slots run six days a week under a specific backlog-clearing circular, Uttar Pradesh’s working Saturdays are shorter and payments-only, and West Bengal’s sources disagree slightly on whether it’s every Saturday or just the second and fourth, so it’s worth a direct check if a trip depends on it.
Every other state is a genuine gap, not a guess dressed up as one. If yours isn’t listed above, the generic pattern is a starting point, not a confirmed answer, check your own state transport department before planning a trip around it.
Office hours and public dealing hours are different things
This is the distinction that wastes the most journeys. An RTO has working hours, during which staff are present, and public dealing hours, during which the counter accepts applications and fees. The second is deliberately shorter than the first, often by several hours, so that the day’s submissions can be processed before staff leave.
Arriving at eleven in the morning may well be inside working hours and outside the counter window. The application is not refused, it simply waits until the next working day, and you make the trip again. When you look up your office, look for the public dealing or counter timing specifically, not the office timing.
Two more scheduling facts are worth knowing before you plan a visit:
- Lunch closure is real and is usually fixed. Counters in most offices shut for a set period in the middle of the day.
- Driving test slots run to their own timetable. Test timings are set per office and are usually earlier in the day than general counter work. A test appointment is not the same thing as turning up during counter hours.
How to find the timings for your own office
- Start at your state transport department website. The state publishes its own office list, addresses and hours. This is the only authoritative source for a specific office.
- Use Parivahan to find which office you belong to. Parivahan Sewa is the Ministry of Road Transport and Highways platform that links the state systems together, and it will tell you which RTO covers your address and what its code is.
- Check the state holiday calendar for the month. Alternate Saturday rules and regional festivals both close offices, and the festival list differs sharply between states.
- Phone the office before travelling for anything time-critical. Individual offices close for local reasons that never reach any website.

Consider whether you need to go at all
The volume of work that genuinely requires attendance has fallen. Several states now run licence and registration services as faceless online processes, and a new vehicle is normally registered by the dealer through the Vahan system rather than by the buyer at a counter.

Assumptions that waste a trip
- RTO timings are set by the central government. They are not. Motor vehicle law is central, but office hours are a state administrative matter, which is why the answer differs across a state border.
- Every RTO closes on the second and fourth Saturday. The second is the one most states actually close for. The fourth is less consistent: Delhi, for one, keeps its offices open on it. A few states work every Saturday.
- The counter is open for the whole working day. Public dealing hours are shorter than office hours almost everywhere, usually with a fixed lunch closure inside them.
- A holiday list from one state applies to the next. Regional festivals close offices, and the lists differ substantially between states.
- Arriving before closing time guarantees you are seen. Many offices stop issuing tokens well before the counter formally closes, particularly for services that need same-day processing.

Why does the counter close before the office does?
Public dealing hours are deliberately shorter than working hours, so staff have time to process what was submitted. Arriving inside office hours but after the counter closes means your application waits for the next day.
Where can I check my own RTO's timings?
Your state transport department website is the authority. Parivahan links to every state's site and lists RTO offices, but the timings themselves are set and published by the state, not centrally.
Do I need to visit the RTO at all?
For a growing number of services, no. Several states have moved licence and registration services to faceless online processing, and new vehicles are usually registered by the dealer. The driving test and some verification steps still need you in person.
